Ну если прочитать ссылку, то там упоминается, что за неделю до этого там же задержали местного мотоциклиста (21 year-old Vaughan man). Ищем про это в новостях и находим фейсбук департамента полиции Йорка:

The driver, a 21-year-old man from the City of Vaughan, was charged with Dangerous Driving, Stunt Driving and Speeding. His motorcycle was impounded for seven days and his licence was suspended.
Т.е. абсолютно такой же набор обвинений за такое же правонарушение.
Ну и причем здесь русская фамилия в правах?
